For authorities, the EU Services Directive presents particular challenges both to the administrative organisation and to the information technology (IT) used.
The following goals are therefore pursued during its implementation:

Services-based information systems as a goal
The existing information technology systems are defined by specialist applications that provide solutions for individual tasks. In future, it will be all about opening up these specialist procedures and make them available for central services too via interfaces. These so-called services can then be used by several applications.
There will be services-based information systems as a result of the realignment. The distant goal is that offices, authorities and institutions will be able to work and communicate with them across national boundaries too.
The services-based IT architecture forms the basis for the provision of portal services and the (partial) automation of the processes.
Use of central shared services as a goal
Central services are required for the single points of contact, citizens and companies as well as for the municipalities. These include, among others:
- Directory services (similar to the 'Yellow Pages' as a kind of responsibility finder)
- Archiving services (legal and court-proof back-up of decisions etc.)
- Collaboration services (services that generate a common knowledge base)
- E-payment services (online payment services)
- Signature services (Identity cards and virtual mail rooms)
- Identity services (for the control of rights to files and content)
- Test services (generally valid verifications of files, attachments, etc.)
- Encryption services (for secure communication via the 'non-secure' Internet)
These services do not have to be offered by all participants themselves; instead, they can be provided by central service providers. For instance, a European payment service needs to be created so that the EU Services Directive is met and the fees can also be paid online from abroad and the payment mechanisms can be set in motion in the municipal specialist finance procedures.
