DUS:DLR project
The project ‚DUS:DLR - the state capital Düsseldorf on the way to implementing the EU Services Directive' was initiated to implement the EU Services Directive.

The project was planned at the beginning in the classical 4 project phases.

DUS:DLR circuit model
The classical 4-phase model was then adapted to the specific requirements during the implementation of the EU Services Directive and transferred to a circuit model. Phase 1 was expanded to include the standards screening. During phase 2, the existing IT infrastructure is included. In Phase 3 and 4, the services are aligned in particular to the EU Services Directive and the design introduced ultimately evaluated.
During the further project work, the individual phases are gone through over and over again for each of the processes to be examined.
To date, 3 sub-work groups have been set up which view sub-aspects in the individual project phases and develop solutions:
- Drawing up and evaluation of a product and service plan with reference to the EU Services Directive
- Process description (organisational and IT description)
- Base services (document safe, meta-form service, etc.)
Models and architectures
New concepts and architectures are required for the implementation of the EU Services Directive. Only with these can the goals of the directive be achieved and the existing heterogeneous environments be realigned.
Integrated product and process model
Integrated product and process models are a necessary requirement for this in order to align the IT system technology architecture to the new requirements.

The existing IT infrastructure will be reviewed with regard to compatibility with workflow and the Web. In future, products will also be procured, taking these abilities and integration compatibility with regard to a services-based infrastructure into account.
Manufacturers of processes used to date in Düsseldorf will be surveyed with regard to their developments to provide and/or open up data interfaces (in particular XML), implementation of connectors for a service-oriented architecture and general Web integration.
The effective provision of company-related public services requires a linking of business aspects, the business processes used to handle the processes, and the technical services. This necessitates a corresponding product and process architecture with application systems and IT infrastructure aligned to it. The following illustration depicts the components of an integrated product and process model:

The implementation of the EU Services Directive necessitates that the company-related services are made available electronically and can also be used 'remotely'. The integrated product and process model developed provides the company services in the front office via a portal component in such a way that individual, requirements-oriented service packages can be compiled by companies. The product model incorporates all company-related administrative services and thus forms the basis for the portal offering. Behind the product model, there are corresponding process models.
The services-based architecture forms the basis for the provision of the portal services and the (partial) automation of the processes. A fundamental goal of an integrated product and process model is the reusability of process components and software components. This results in more flexible adjustments in process changes and thus shorter and more low-cost implementation times.
Services form the basis for the dynamic interactions within service-oriented architectures (SOA). Behind a service, there can either be a complex business process, a small sub-process or a processing step. Business processes are developed here across components by an orchestration of the services.
